I think by "home state" they mean the state they live in or spend the most time in, not necessarily where they were born. For example, Clark Kent was technically born on another planet.
The Zach Morris character was created for the show "Good Morning, Miss Bliss," which took place at the fictional John F. Kennedy Junior High School in Indianapolis. Although the series aired in reruns under the Saved by the Bell name, the only threads between the two shows were Zach, Mr. Belding, Screech, and Lisa. I doubt anyone would be confused, but Indiana should be an acceptable answer (as should California, as there was no continuity between the series).
