Hi there. Good question. The answer is it depends on the country. So for instance in India the president is head of state, but the prime minister is head of government, and is essentially the one in charge as nearly all executive authority is vested into the prime minister. This would have been the sort of case in Sri Lanka which had the first woman prime minister, or like in the UK where the queen is head of state but Mrs May really runs things. In other countries the president is both head of state and government, such as Liberia to name one, and also the answer in this quiz. Incidentally, that country had the first woman to hold the title 'president', but other countries had already had women heads of state, but with different titles, such as the first ever non-royal woman leader Khertek Anchimaa-Toka, whose title was 'Chairperson of the Presidium of the Little Khural of Tannu Tuva' :-)
