Whether the county contains thoroughly removed separate urbanized areas or not. The Harrisburg statistic is a "Consolidated Statistical Area" that has more to do with marketing and broadcast areas.

OKC with just Cleveland County is 2 mil. Tusla is 2 hours away and if count it with the places on way, thats 3 mil.
Salt Lake County alone has 1.3 mil, but add Utah County and now 2 mil. When add everything in area like Ogden valley and talking upwards 3 mil.
Denver County with Arapahoe County is well over 1 mil, but when start adding Boulder, Adams and Jefferson, Denver is well over 3mil.
