Good one. You could list Dublin as the capital of the "Republic of" Ireland, as "Ireland" is referring to the whole island. No big deal to me, but then, I'm not Irish.
It doesn't indicate anything, but I think it's better not to include answers in questions at all. People could easily infer that it is a county and could guess it for the county questions. But I think it's fine to keep it as is if you wish. (If you'd like to, I'll delete the comment so it doesn't spoil the question.)
