A fascist country is almost always (but not necessarily) a single party state led by either the military or an intensely charismatic ruler with a strong cult of personality. Zaire, Peronist Argentina, and the Ba'athist states may not have been explicitly fascist, but they borrowed more than just inspiration from their traditionally fascist European counterparts.
I know North Korea is officially a communist state, but it seems they have many fascist elements, such as military rule, a massive prison camp system, and a cult of personality surrounding the leaders. Mobutu was also partly inspired by Kim Il Sung in his leadership of Zaire
I find this list very selective - for example, Indonesia ruled by Sukarno and Suharto is not included and Philippines ruled by Marcos actually are. Cult of personality, nationalist rhetoric and state ruled by a single party is present in almost every authoritarian state, even in the socialist ones - Venezuela (Chavez), Soviet Union (Stalin), North Korea (Kim dynasty) etc.
