The number of enclaves which are incorporated in Cook County is a window into what is wrong with Illinois. I count at least 9 - Stone Park, Merrionette Park, Golf, Phoenix, Hometown, Kenilworth, East Hazel Crest, Harwood Heights, and Indian Head Park - which have a total area under 1 square mile. (The first 5 are under 1/2 square mile!) There are another 11 which are between 1 and 2 square miles. The bureaucracy that is associated with them provides "much needed" jobs and, more importantly, pensions. A few years back a comptroller of Bellwood (2.4 sq miles, 20,000 residents) retired with a $250,000 annual pension. He ended up giving some back after he was threatened with criminal charges.
