Putting something in quotations like this is a passive aggressive way of implying that whatever something's official status, it doesn't really deserve that status.
If I say something like 'he really likes the "singer" Taylor Swift', everyone knows I'm questioning Swift's singing abilities in a snarky way.
Similarly here, the intent was to slyly question the right of smaller European countries to be considered as such. I don't know why Kal doesn't just own that, instead of pretending he was just 'accurately quoting'.

I can't believe Nevada and Colorado made it but not Wyoming or Utah, they always seemed as big.
