Because most English people would be happy with the Union Jack flag. The use of a seperate England flag only helps distinguished one city in the Northern Island - so not worth of using the England flag for now.
I'm sorry but in what world is Bristol larger than Manchester? Also if Wales and Scotland have sperate flags, why not use the English flag for England instead of the Union Jack?
