I couldn't figure out what you meant by schools in education. Not all school districts work this way- most common is to have a junior high instead of a middle school. But, there are also plenty of other schools- preschool, kindergartens (some are separate from elementary schools), vocational, and you could even count colleges and universities.
This whole "Axis of Evil" thing looks pretty quaint 10 years on. It's amazing such a silly concept ever got traction - I mean, two countries who loathe each other, in cahoots with a tiny hermit country on the other side of the world that hates everyone? Get real.
The "Axis Of Evil" concept wasn't intended to imply those countries were working with each other... simply that they were each individually doing bad things. Or at least things that some people in the US government considered bad.

I don't see how it's questionable. The question is about the awards, not about where the movies were made. The Academy of Motion Picture Arts and Sciences is an American organization that gives out awards for movies that were released in the US. The Return Of The King was most certainly released in the US, and was even produced by an American studio.
