Timor-Leste/East Timor is marginal - looking at maps of definitions of oceans, I am not sure it borders either ocean! If you want to expand the Pacific and Indian Oceans into the Indonesian archipalego, where would you draw the boundary line? You could just as easily say East Timor is surrounded by the Pacific, or the Indian or neither, as to say it fronts both.
I based myself on the quizzes I mention in the notes to extract the countries touching 2 Oceans; East Timor is the one I actually went to check and as you say it's not very clear. However, as it says in the notes, 'smaller seas' are considered parts of the Ocean, so as far as this quiz is concerned all sea is considered as being part of an Ocean.
My impression (based on wikipedia) is that it borders the Indian in the South and the Banda see (http://en.wikipedia.org/wiki/Banda_Sea) at the North which, I suppose, is part of the Pacific.
But as you pointed out it's not a clear situation!
