To be "Sir" they need to have the KCBE. AN the order of knighthood is:

KGBE

KCBE = Sir / Dame

CBE

OBE

MBE

In Star Wars, he is primarily referred to as Obi-Wan Kenobi in the second trilogy (Ewan McGregor). The first trilogy is when he's referred to as Ben Kenobi (Alec Guiness). It's reasonable to change to Ben but also understandable if left as Obi-Wan Kenobi.

He's referred to plenty of times and by most characters as Obi-Wan in the original trilogy...

"Help me, Obi-Wan Kenobi. You're my only hope."

"I've been waiting for you, Obi-Wan."

"Yes, yes. To Obi-Wan you listen."

"Obi-Wan never told you what happened to your father."

"Obi-wan! Why didn't you tell me?"

"Obi-Wan has taught you well."

Sir Walter Raleigh's attempted colony was actually in North Carolina not Virginia. He sent Amadas and Fernandes to chart some of the "New World" until they reached North Carolina's outer banks which they marked as a candidate for a colony and raiding fortress. They returned with Raleigh 3 years later to colonize Roanoke with a very small crew. They failed and returned a few more years later with a larger crew including some full families and that became the infamous "lost colony"
